Commission publishes new recommendations on draft national energy and climate plans of Bulgaria and Poland

The Commission today published its assessments of the updated draft National Energy and Climate Plans (NECPs) of Bulgaria and Poland, including recommendations on where these two countries should raise their ambitions in line with the EU’s agreed 2030 targets. These follow the individual assessments and recommendations on updated PNEC projects previously published for 24 other EU countries. EU countries must submit their final updated PNECs by June 30, 2024, taking into account the Commission’s recommendations and individual assessments.

The PNECs are key instruments to meet our 2030 energy and climate goals, outlining national contributions and key actions that need to be taken at national level to enable EU countries to meet their commitments under newly agreed legislation to achieve the European Green Deal.

In December, in a communication assessing the aggregate impact of PNEC projects, the Commission concluded that the cumulative impact of the projects is still not sufficient to reduce net greenhouse gas emissions by at least 55%. from now to 2030, as required by the so-called Legislation ‘suitable for 55’. Therefore, the Commission recommends to EU countries how to update and align their plans to meet our common objectives.

Today, the Commission reiterates its call on all EU countries to step up their efforts to reduce greenhouse gas emissions and better prepare for greater adoption of renewable energy and improved energy efficiency measures. . Additional measures are also encouraged to empower consumers, improve energy security and stimulate the competitiveness of European industry. As in previous assessments, many of the recommendations relate to raising the level of ambition in particular areas and providing additional details on concrete measures to support these ambitions.

The Commission has now closed infringement proceedings opened in December against Bulgaria and Poland for failing to present their plans. With this, Austria remains the only EU country that has not yet submitted its updated draft PNEC. The Commission calls on Austria to present its draft plan without further delay.
