Information and Communications Technology Lead (Harare) at the Zimbabwe Health Education, Training and Technical Assistance Center (Zim-TTECH)

Background

We are seeking highly qualified and experienced candidates to be considered for the ICT Leader position. The vacancy arose in Harare, at the Zim-TTECH headquarters. We are a registered Private Voluntary Organization (PVO 125/23). Our activities are developed mainly in the technical areas of strengthening health systems; epidemiology and strengthening of strategic information; healthcare workforce development; operations research and evaluation; Prevention, care and treatment of infectious diseases. The contract will end on September 29, 2024.

The successful candidate will be responsible for managing the implementation of ICT processes and harmonizing all initiatives, systems and infrastructure across all Zim-TTECH awards. He will report to the Director of Finance and Operations.

Duties and responsibilities

  • Work with senior management and other Zim-TTECH departments to define program needs, provide ICT support, develop and adjust ICT plans to meet rapidly evolving program demands.
  • Provide strong technical expertise, guidance and recommendations to achieve organizational objectives in a cost-effective and efficient manner.
  • Identify and document current industry best practices in ICT governance, data security, solution implementation, device support and management.
  • Formulate general strategies and guidelines that inform the implementation and maintenance of all ICT infrastructure.
  • Participate in budgeting and forecasting of all ICT expenses, including the acquisition of new equipment, the purchase of consumables, the licensing of software products and the monthly payment of service providers.
  • Establish systems and processes that ensure best practices are implemented and maintained, including feedback loops for improvements and alerting the program team of any upcoming issues.
  • Develop and collect (in collaboration with other project team members) performance and quality assurance metrics for ICT implementations, such as ICT tool usage, accuracy, and data collection timelines.
  • Manage the ICT team and ensure a clear division and assignment of responsibilities between various projects.
  • Prepare regular progress reports highlighting challenges experienced and offering solutions in this regard.
  • Periodically attend program meetings and make contributions on topics related to ICT.
  • Perform any other duties assigned by the Supervisor.

Qualifications and experience

  • Manage ICT solutions, 2 of which must be at a management level.

Zimbabwe Health Education, Training and Technical Assistance Center (Zim-TTECH)

Zim-TTECH is a locally registered health trust established by experienced and passionate public health professionals who have a demonstrated track record in improving clinical services and revitalizing health systems. Zim-TTECH activities are carried out mainly in the technical areas of strengthening the health system; epidemiology and strategic information; healthcare workforce development; operations research and evaluation; Prevention, care and treatment of infectious diseases. Zim-TTECH receives funding from PEPFAR through the Center for Disease Control (CDC) for strengthening epidemiology and strategic information in 44 districts of Zimbabwe. Zim-TTECH also implements HIV and TB care and treatment services in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) consortium. In addition, the Zim-PAAC DREAMS consortium, consisting of three local partners, implements DREAMS activities in four districts of Matabeleland North province (Bubi, Nkayi, Tsholotsho and Lupane). The employment contract is for five (5) months from May 2023 to September 29, 2023.
