Ninth meeting of the Intergovernmental Negotiating Body (INB) for a WHO instrument on pandemic prevention, preparedness and response – resumed

In December 2021, the World Health Assembly established an Intergovernmental Negotiating Body (INB) to draft and negotiate a convention, agreement or other international instrument under the Constitution of the World Health Organization to strengthen prevention, pandemic preparedness and response.

The resumed ninth meeting of the INB will be held in hybrid format from April 29 to May 10, 2024. The resumed INB9 is the last negotiation session to agree on a new pandemic instrument. Representatives from all 194 WHO Member States are expected to attend and, in the words of Dr. Precious Matsoso, Co-Chair of the INB Office: “There is clear recognition by governments that the objective of a pandemic agreement is prepare the world to prevent and combat respond to future pandemics, based on consensus, solidarity and equity. These goals must remain our north star as we move toward completing this historic and compelling commitment to the world. We know that if we fail, we will be failing humanity, including all those who suffered from COVID-19 and those who are at risk of future pandemics.”

The INB closing plenary session is open to WHO Member States, Associate Members, Observers and regional economic integration organizations, as well as all relevant stakeholders. The session will be webcast publicly and archived for later viewing. Substantive negotiation sessions will be held in a closed format.
